Attorney Jessica Smithey is representing Patricia Ingram in a potential case against the City of Valparaiso following an incident involving local law enforcement’s response to a medical emergency. The case centers on a January 2024 event where Mrs. Ingram, a 67-year-old active community member, experienced a stroke while driving. Despite showing classic stroke symptoms, responding officers allegedly focused on potential intoxication rather than recognizing signs of a medical emergency.
Mrs. Ingram required emergency brain surgery following the incident. Smithey filed a tort claim notice on June 4 to preserve her client’s rights. “Patricia’s No. 1 goal has always been to have a conversation about what occurred and what she went through,” Smithey stated regarding the case.
The matter raises important questions about law enforcement training in medical emergency recognition. While the city reports that officers receive basic life support training, this case highlights potential gaps in emergency medical response protocols. Body camera footage documented the incident, showing a significant delay between initial police contact and medical intervention.
